The announcement below is about the new 15 October PAP application deadline from the Government of India’s Ministry of Home Affairs which is the department that issues the PAPs (Protected Area Permits) which are REQUIRED to attend the Jangchup Lamrim Teachings.
In summary: Foreigners who have not applied for a PAP by 15 October 2013 may not be permitted by the Government of India to attend the teachings.

THIS IS BRING TO ATTENTION THAT MINISTRY OF HOME AFFAIRS HAVE GIVEN A DEAD LINE FOR SUBMISSION OF PAP APPLICATION FOR LAMRIM TEACHING TO BE HELD IN DECEMBER.
NO PAP APPLICATION WILL BE ACCEPTED AFTER 15th OCTOBER, 2013.
Thus all the dealing parties are requested to inform their respective guest and clients to make submission before the deadline.
